CDA Streamlines the Property Transfer Process
Islamabad: The Capital Development Authority (CDA) has streamlined property transfer and other related processes to benefit the general public.
To expedite the resolution of property-related disputes, unnecessary and complex criteria in this respect have been removed, a CDA official said on Tuesday.
Initially, the printing of transfer letters for the industries covered by Estate Management-I was centralised. After the case has been approved, the Assistant Director Admitting One-Window Operation Directorate shall print, sign, stamp, and emboss the transfer letter, which shall be delivered to the transferee the same day. It has been mandated that the Directorate of Information Technology make the appropriate preparations by August 1 in this regard.
Following this, the transfer letter issuance process for industries covered by the Estate Affectees Section will be centralised.
The requirement of getting a NOC from the Building Control Section has also been replaced by an undertaking for the procedure of transferring properties to lawful heirs under an inheritance. In this regard, the legal heirs will now submit an undertaking to the Capital Development Authority pledging that after the legal heirship procedure is complete, they will be obligated to dismantle any illegal structures.
In accordance with this procedure, Estate Management-I, State Management-II, and Estate Affectees Section will forward the case for obtaining reports from the Building Control Directorate to determine the violation of Building Control Regulations upon receipt of an application or legal documentation for legal heirship.
If a building control regulation is broken, the legal heirs must affirm to the Capital Development Authority (CDA) that they will fix it within six months. However, the property transferred to the legal heirs cannot be transferred again until the violation of the Building Control Regulations 2020 is not fixed.
It is important to keep in mind that if a property is being used in a non-conferring manner, the non-conferring use must end before the property is given to the legal heirs.
It has also been shortened to four days for the Estate Management-I and Estate Management-II to issue No Demand Certificates (NDC). Instructions have been given in this regard to finish the issuing of NDC within 4 days of the application being submitted.
It should be mentioned that CDA’s current management has taken a number of actions to resolve property-related issues for the general public quickly. To offer effective services to the public utilising contemporary technology, the CDA Facilitation Centre has been activated, and helpline 1819 has also been established.
